Our Team

Dr. Sushil Chandra Baral is an experienced health and development expert with over 25 years of experience in research and development. He specializes in health systems, health policy, and planning at both national and international levels, and has played a pivotal role in communicable disease control—particularly tuberculosis. He currently serves as Managing Director at HERD International, and previously worked as a Strategic Advisor for the Nepal Health Sector Support Programme, with expertise in program-based operational research and implementing evidence-based best practices. Dr. Baral holds a PhD in International Public Health, focusing on tuberculosis treatment from patient perspectives.

His cross-cutting experience spans education, violence against women, local governance, gender and inclusion, nutrition, migration, urban health and the urban poor, humanitarian response, and broader social development. He has been actively involved in major health system strengthening initiatives, including Rebuild for Resilience (R4R) and Strengthening Urban Health System – CHORUS, among others. His dedication to public health is reflected in his roles as a Fellow of the Faculty of Public Health (UK) and a Member of the Nepal Paramedic Association, and his contributions have been recognized with a Special Contribution Award in COVID-19 Policy and Programmes from the Barbara Foundation.
